Request for Proposals: Environmental Scan and Systems Mapping: Services for Newcomers in Calgary
The Calgary Local Immigration Partnership (CLIP) is looking for a skilled consultant to work with us on an Environmental Scan of services available to newcomers to Calgary. This will include a systems mapping exercise. CLIP is one of over 90 Local Immigration Partnerships across Canada. LIPs are funded by Immigration, Refugees and Citizenship Canada (IRCC) to create welcoming communities for newcomers. The City of Calgary holds the contract for CLIP and is the backbone organization for the collaborative. For more information, please visit www.calgarylip.ca.
The consultant will work closely with the CLIP Coordinator and an Advisory Committee of senior community leaders working in the area of settlement and integration of newcomers.
The environmental scan should include the following:
Newcomer services offered by Anglophone and Francophone settlement service organizations in the community;
Services available to newcomers through non-settlement Anglophone and Francophone organizations (e.g., housing, health/mental health, employment, education) in the community;
Informal networks and service channels that newcomers access in the community;
Duplications and gaps in current settlement service delivery;
Typical funding processes and funders that support newcomers (e.g. foundations, provinces, municipalities);
Data collection, measurement and evaluation methods used by service providers and the overall capacity of local service providers to undertake these; and
Current level of collaboration and communication between stakeholders in the community.
CLIP produces a Newcomer Guide for Service Providers which will be an important input into the project. You may also be interested in the latest CLIP 2021 Newcomer Survey.

Timeline:
Deadline for proposals: Friday, June 24, 2022
Contract to be awarded Tuesday, July 4, 2022.
Preliminary progress report to the CLIP Coordinator by September 30, 2022
Final report due by November 30, 2022
Proposals should include:
Proposed project schedule
Proposed methodology including how you will access informal support networks
Confirmation of your availability
Confirmation of your ability to engage with the Francophone community in French
Demonstrated experience working with diverse groups
Demonstrated experience working with collective impact initiatives and the not-for- profit sector
Proposed budget (not to exceed $50,000)

CLIP is one of over 90 Local Immigration Partnerships across Canada. LIPs are funded by Immigration, Refugees and Citizenship Canada (IRCC) to create welcoming communities for newcomers. The consultant will work closely with CLIP staff team and the Co-Chairs of the CLIP Council on this project.
Scope of the project:
CLIP has been engaged in conversations around strategic issues, systems thinking and priorities for the work of the collaborative over the last year. Clear direction has been given by the CLIP Council on where they want the work to focus. We need a skilled communicator to take the ideas, feedback and draft priorities and develop a comprehensive strategic plan that sets CLIP up for success over the next two to three years. The plan should include the following:

The timelines have been set to meet CLIP deliverables, however, we recognize that summer is a tricky time so there may be some flexibility (a few weeks maximum) in the Strategic Plan project. We are unable to extend the timelines for the Environmental Scan.

Yes, there is a maximum amount allocated to the project. This is included in the list of items requested what the proposal should include.

The 2021 project did not provide what we were looking for. This will be a broader environmental scan with elements of systems mapping included. We are not looking for an intricate systems map using online tools.

Engagement with Francophone organizations will need to be conducted in French. There are 3-6 organizations that would likely be part of this phase of the engagement.

Yes, absolutely.

The elements of the new CLIP Strategic Plan exist in a number of places. They need to be expanded on and brought together into one document. This will be done in consultation with CLIP staff and CLIP Council Co-Chairs. Consultations have been completed with other stakeholders.

We are looking for a strategic plan that incorporates a new governance model (some work has been done in this area already). We are also looking for an evaluation plan to accompany the strat plan.
